Teacher and school head salaries in primary and general secondary education / Definitions
Gross annual basic salary is defined as the amount paid by the employer in a year, including bonuses, increases and allowances, such as those related to the cost of living, the 13th month (where applicable), and holidays, etc. less employers’ social security and pension contributions. This salary does not take account of any salary adjustments (related for example
to further qualifications, merit, overtime or additional responsibilities, geographical area or the obligation to teach mixed or difficult classes) or other financial benefits (accommodation, health or travel costs).
The figures are based on the situation of a teacher or a school head who is (a) single and without children and (b), in the case of teachers only, living in the capital.
The basic salary is normally located on a salary scale structured into different levels or grades between a minimum and maximum salary.
The minimum teacher salary is the salary received by fully qualified teachers (who have completed their education and initial and professional training) in their first year in service in the above-mentioned circumstances.
The maximum teacher salary is the salary received by teachers in the above-mentioned circumstances at the end of their career (i.e. during the last year prior to retirement).
The minimum salary of school heads is the salary received by them in the above-mentioned circumstances, in the year following their appointment and after their probationary period (where applicable).
The maximum salary of school heads is the salary received by them in the above-mentioned circumstances at the end of their career (within one year of retirement).
Given the number of national criteria in some countries for determining upward progression on the salary scale for school heads, it has not always been possible
to indicate their salary at the beginning and end of their careers. In such cases, the minimum and maximum salaries correspond to the two extremes of the salary scale. The real minimum and maximum salaries may vary with respect to factors such as the size of the school, the ages of pupils, and the teacher/pupil
ratio, etc. In this database, the salary variation depending on the size of the school is indicated.
Min/max ratio represents the minimum salary divided by the maximum salary of a teacher or a head of school, presented as a percentage.

Max/min ratio represents the maximum salary divided by the minimum salary of a teacher or a head of school, presented as a percentage.
Thus showing the number of times the minimum salary is included in the maximum salary.
The values appearing as GDP percentages have been obtained by dividing the (minimum and maximum) gross annual basic salary in national
currency by the per capita GDP (at national currency prices) of the country concerned.
For a given school year (i.e. 2000/01), the reference period for per capita GDP is the first calendar year (i.e. 2000) for all countries. The reference
period for salaries is the first calendar year (i.e. 2000) or the given school year as a whole (i.e. 2000/01) depending on the country.
Per capita gross domestic product is obtained by dividing the GDP (which gives an indication of the general standard of living in the country
concerned) by the total population of the country.
